January 23 Minister of the Cabinet of Ministers Dmitry Dubilet, along with the team estimated resident population of Ukraine as of December 1, 2019. For official reports, the population of Ukraine is 37 million 289 thousand.
"These data, unfortunately, do not take into account population, which is now in the occupied territories. This, of course, does not mean that we forgot about our citizens", - said the speakers.
Main benefits of assessments of the resident population is that it does not require spending of much money and can be carried out more frequently than a traditional census. Potentially, it has more uniform coverage of all segments of the population regardless of their social status.
population estimates were conducted on 3 methods:
- combined (data of mobile operators (the obtained number of telephone numbers used by clients during February-March 2019) + data statistical survey of households (received data on the number of cards per user of mobile communication, as well as the percentage of mobile users among the population for each age group and regions + data registries (people aged 60 + receiving pension, as well as children up to 14 years);
- combined (data age structure of the population + data registries (calculated the proportion of the population by sex and age structure according to state statistics and determined the number of persons aged 60+ taking into account pensioners with ORDA who come for pensions. Then the data on the number of persons aged 60+ were extrapolated to the data age-sex structure);
- register (data of the State register of natural persons (determined the total number of registered citizens in the State register of natural persons - payers of taxes, including those who refused the number (ROCP) and those who died + determine the activity and (for each MOCP there is a check receiving citizen income, pensions, referrals to other state agencies for registration is a citizen grants and / or passport + data, demographics and migration).
Taking the example from other countries who are looking for ways to make the census more efficient and high-quality, Dmitry Dubilet announced that it further plans to explore the possibility of holding the registered or combined census.
earlier, Dmitry Dubilet said that the assessment of the real population is one of its top projects and will save 2-3 billion hryvnias in the budget 2020.
