The Collegium of the Antimonopoly Committee of Ukraine for consideration of complaints on violation of legislation in the field of public procurement obliged the State Enterprise NNEGC Energoatom to cancel the decision to admit the tender offer of Costruzioni Meccaniche Menegazzi to the auction on the procedure for purchasing rotor blades of the K-1000-60 /3000 turbine for unit No. 3 South Ukrainian NPP.
The Italian company Costruzioni Meccaniche Menegazzi, founded in 1982, specializes in the production of turbine blades and parts for the energy and aviation sectors.
JSC "Turboatom" submitted a proposal to the announced open tender on the procedure for the purchase of 2 rows of rotor blades of 5 stages of the low pressure rotor of the K-1000-60 /3000 turbine of Unit 3 of the South-Ukrainian NPP with their manufacture according to their own drawings and improved titanium alloy blade design.
The production of such blades at Turboatom was first mastered in 2014-2015 at the request of the management of SE NNEGC "Energoatom" within the framework of the state import substitution program. Turboatom provided replacement of blades at the Khmelnitsky NPP already in time for scheduled preventive maintenance in 2015.
The new design of the blades provides increased strength and reliability in operation and an increased service life of 160 thousand hours compared to 110 thousand hours of the old design of imported blades.
Currently, 19 rows of rotor blades made of titanium alloy produced by Turboatom JSC are in successful operation at 5 operating units of Ukrainian NPPs with turbines that were previously manufactured by Power Machines (RF). In total, 40 rows of blades of 5 degrees are installed in 5 turbines, so it will be necessary to make 21 more rows of similar blades for gradual replacement. JSC "Turboatom" has all the technical and production capabilities to manufacture these blades with high quality and within the required time frame without attracting import supplies.
